New Ordinance: Electric Bicycles, Scooters, and Gas-Powered Bicycles
In response to growing concerns about safety, traffic flow, and public space usage, the City Council has recently passed a new ordinance regulating the operation of electric bicycles, electric scooters, and gas-powered bicycles within city limits.
Here’s what you need to know:
Electric and Gas-powered bicycles
- ONLY allowed on City streets
- MUST have lamps, reflectors, and brakes
- MUST have a label containing classification, top assisted speed, and motor wattage
- MUST obey rules of the road
- Class 3 – must be 16 years of age or older
Low-speed electric scooters
- Allowed on City streets and sidewalks
- A device weighing 100 lbs., maximum speed is no more than 10 MPH
- MUST have a label containing classification, top assisted speed, and motor wattage
- MUST obey rules of the road
- MUST be 18 years of age or older
10/01/2025 – 10/31/2025: Warning Period
11/01/2025: Enforcement Begins

Special Note: The Prospect Heights Park District has its own rules and regulations for e-Bikes, Scooters, or Gas-Powered Bikes on park property.
The riding of e-Bikes, Scooters, or Gas-Powered Bikes is strictly prohibited in Prospect Heights parks and on the bike paths. Violators will be subject to fines.
The only exceptions are for compliance with the Americans with Disabilities Act or for special permitted uses. The Prospect Heights Park District appreciates your cooperation in keeping their parks and paths safe and enjoyable for all!
